I use telnet for my lab and I do not care if it is secure as it is dynamic and telnetting to terminal servers is universal in my lab at work. SSH is "better" in the sense of not wanting people to see your information, sure. I don't think this registry edit is endorsing a specific telnet client. I use PuTTY and SecureCRT for telnet, but that still doesn't help me if I have a link open in IE7 and I click on it, not sure why you mentioned PuTTY? You could ask why use IE7 really?
